double clicking icon opens up a different one

Hi Guys,

Recently experiencing another program opening up when double clicking on a
different icon.( E.G double click excel and anything can open) Also after a
short while whilst typing the only digit to appear is the number 9 no matter
what key you press. Although this doesn't happen all the time its starting to
become more frequent. i've upgrades and downgrades in the software and even
formatted pc and tried a different keyboard only for it to start again soon
after.
Is this a hardware problem maybe?
