domain without a dot anything

I have just recently seen a Windows 2000 AD domain controller set up with a
domain name similiar to the way NT named them - with just a DOMAIN with no
..local or .com or dot anything. The DNS server was missing all the SVR
records and restarting netlogon did not recreate them, I could not join a
machine to the domain because of the missing SVR records (according to the
error message anyway). Would having the domain named this way cause any
issues with Windows 2000 DNS?
