Domain Password Policy

Problem : I need to set a policy on a specific OU.

I know password policies can only be set at Domain level but I don't want to
affect the other OU's passwords.

My question is; if I set a domain password policy will any of the existing
users passwords be affected until they expire?

Or, is there anyway I can stop the inheritance of the password policy to the
other OU's safely?

The password policy can only be set on the domain policy. The changes will
only effect the users the next time they change their password. You can
purchase a third party product called Password Policy Enforcer. We use this
and it is relatively simple, the policy for users can be set at the OU
level.
