Doing Send AS without pemssion to mailbox

Hi,

A user in our communication department wants the ability to send email as
our CEO without having access to his mailbox. Basically he wants to be able
to send a communication email as our CEO without needing permiision to his
mailbox for security reason. In addition he does not want people to be able
to reply to that email. I don't know if Outlook/Exchange can do this. If
anybody knows how or knows a tool or add-in that can do this please let me
know.

No, Send As permission on the CEO's mail account would be required.
