Does XP Home allow Telnet Server?

I have a telnet server application that starts and opens the port, but no
data is received from the client. Does XP Home support Telnet Server?

The first thing I'd check are the firewall settings.
Misconfigured firewalls account for a large percentage of networking
problems like this.

I don't think there's anything in XP-Home that actively prohibits a 3-rd
party server from running.

You don't say what the program is.
Perhaps if you give us that information, then someone might know the answer.

If it's a 3-rd party program, then you'd be
best to ask the writers of that program.

I'd be fairly surprised if a program which works on XP-Pro does not work on
Home, although there are a some programs around which do this. The
reasons are sometimes technical, and sometimes a marketing decision.

The technical reasons would depend I suppose on how 'stand-alone' the
program was, or if it tried to use some underlying service or program in XP
which was not present on Home.

I don't know, but I suggest downloading and running Ethereal to get diagnostic information.

I don't imagine that your application would require anything from XP that Home would not provide.

If you get it working please tell us the name of the application.
