Does this indicate a bad board? Help needed!!

I have an ASUS A7S333 (the SiS board). Attached CPU and heat sink, mounted
it to case, attached cables, memory, etc, and powered up. Nothing appears on
the display and there are no beeps. It sounds like it is doing something but
nothing happens. I then tried another board and confirmed that video card,
memory and cpu are all good. I am positive everything was hooked up
properly. I checked about 10 times. I know what I am doing. Just wondering
what this is indicative of.

If you put a diff mobo in the unit (same psu too?) then it's motherboard
Resetting the bios made no difference?

Do the fans spin even for a second? Does the LED on the motherboard go
on?
 
Yeah, all fans spin, lights go on, but it never shows the BIOS screen. I
just hear noises as if something is attempting to happen but no success...
 
Pull out the reset, speaker and other front panel connectors just to make
sure it is not a short in one of them.

I had this exact problem with a 100% dead server a couple of weeks ago.
