Does this feature even exist?

In my previous life, I used Outlook Express. In its Options, there was a
switch that said, basically, "Even if you receive an e-mail in Plain Text
format, you choose to override that, and REPLY in Rich Text formatting."
So... two related questions: First, is there an equivalent switch in Outlook
2007? (I can't FIND it, but that doesn't mean it's not there.) Secondly, a
more general-knowledge question: If someone sends me an e-mail that IS in
Plain Text, what are things like at THEIR end, when they get my reply?
Specifically, will it be in Plain Text, despite the fact that I've composed
it in Rich Text? Or will they see the Rich Text (and the boldface, italic,
etc.) that I intended?

It's not the easiest thing to find in Outlook 2007. Reply to the message,
then click on the options tab on the ribbon. First you will find Themes,
then Fields, the Format.
 
And in addition to Charles' reply and to answer your other question; the way
they will see your message totally depends on their mail client, mail client
settings and mail format support for their account.

In general it is not being considered "nice" to change the message format
(especially "upgrading" it). There could be technical reasons or limitations
why you receive the message in this format in the first place.

Also Rich Text shouldn't be used outside an Outlook environment. If you want
to send a message with formatting use HTML format instead. Sending Rich Text
formatted message to non-Outlook users could lead to mail corruption if the
mail server doesn't deal with them correctly.
