Does SP3 still need KB817472 hotfix for PIO fallback?

KB817472 describes a XP SP2 problem "IDE ATA and ATAPI disks use PIO mode
after multiple time-out or CRC errors occur" and it provides a hotfix. Is
this hotfix included in SP3? It's not listed in the SP3 changelog
http://support.microsoft.com/kb/946480/ but it seems bizarre that MS would
have left this problem unresolved by SP3. Anyone know?

You needed to check out the Date of the file that is updated:

23-Apr-2003 16:29 5.1.2600.1211 87,296 Atapi.sys i386

So, it should have been included in SP2, not SP3.
