Does Outlook keep a record of who changes entries and when?

Just wondering if outlook tracks who changes what and when. Or do you
need a separate application to do this. If on an Exchange server, can
the administrator keep this type of log using Outlook only?
 
You would need to use a script to log most changes, especially if you want to
know the time and who did it.

Is there a specific area you need to log changes in?
