Does Outlook 2003 License include Exchange 2003 CAL?

I have heard that an Outlook 2003 License (that comes with an Office 2003
license) inculdes an Exchange 2003 CAL, is this correct?
 
I think it is vice versa.

An Exchange CAL allows the use of or includes the respective version of
Outlook.
