Does not password protect with screen saver

My system is set to password protect when screen saver comes on and it does
not. I use the std blank screen saver at 15 minutes. If I restart the
system it may work for a few hours or a day at most and then it does not go
to the password screen, just the screen saver comes on. I have normal AV
and MS AntiSpyware running. I have tried different Antivirus software (NAV
Corp and NOD32) and it still does the same thing. I am on SP2 with all
updates and Office 03 with all updates.

Check the registry setting.

Start>Run>Regedit>ok
HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\
Control Panel\Desktop

"ScreenSaverIsSecure"
0=Screen savers are not password-protected.
1=All screen savers are password-protected.

If you don't have this DWORD value then create a new one as described here:-
