Does installing Service Packs help with Excel performace?

Does installing the Microsoft Service pack 1,2 and/or 3 decrease the amount
of time a spreadsheet takes to open, calculate or update the links?

Also, do I need to install all 3 service packs seperately, or does
installing Service Pack 3 cover all updates for 1 and 2?

Each service pack has all previous updates in them, so SP3 will work.

There have been some performance improvements made, so it can't hurt, plus
you'll be up to date on security issues. The Excel team is still working on
performance improvements, but I personally don't know if they'll ever get
2007 up to 2003/2000 speeds.
