Does Excel 2000 VBA code need to be "de-compiled"

In ACCESS VBA junk accumulates with successive compiles and causes strange
behavior.

One behavior I note in my Excel VBA is that using Ctrl-Shift-F8 sometimes
lands on a line of code which has not been toggled as a breakpoint. The
process correctly stops on breakpoint lines.

Is there a process to stop this behavior in Excel VBA?
