Does DotNet Compact Framework support "Smart Client"

Smart Client typically refers to applications that run under the full
framework on Win98, Win2000, WinXP and Win2003. Also known as Windows Forms.

Smart Device typically refers to applications running on PocketPC or related
devices using the Compact Framework.
