Does anyone know what the database secedit.sdb does?

I have a backup job that skips 2 files, c:\winnt\security\edb.log and tmp.edb
which are used by the secedit.sdb database. Can these files be safety skipped
and what does the database actually do?

It is ok to skip these files.
