Does anyone have a formula for SMPTE timecode in Excel?

I'm working with timecode and all of the functions in Excel seem to only work
in reference to clock time. I only need minutes and seconds, but I can't
enter these in without it being read as an hour and minute clock time (ex:
24:40 = 12:40:00 AM) unless I enter it with zeros first, but then it still
reads a clock time (ex: 00:24:40 = 12:24:40 AM). Does anyone have a solution
here?

Enter with the leading zeros, but format the cell for custom

[m]:ss

The formula bar will still show "12:24:40 AM" but the cell will show 24:40
