I have a hard drive with a defunnct os. I can access Documents & settings
using an os created on another drive. How do I transfer all files and
settings under the old Doc & settings to the new.

Why can't you just right-click/drag/copy? Are you getting an "access
denied" error? If so, then take ownership of the files.
