Documents and settings folder is read only

My doucments and settings folder, as the administrator on
this machine, is read only.

iF i CHANGE THAT ATTRIBUTETHROUGH pROPERTIES IS SAYS THAT
IT ALLOWS ME TO MAKE THE CAHNGE BUT THE NEXT TIME i VIEW
properties it is set to read only again.
