Documents and Settings folder "Access Denied"

My Documents and Settings folder is not accessible. The error I get is
"Location is not available. C:\Documents and Settings is not accessible.
Access is denied." The icon shown for the folder is a shortcut icon. This
computer is a migration from Vista RC2. Any ideas?

It looks like an ordinary shortcut, but in reality it's a 'junction' that
points to C:\Users. You can observe this via

Start > cmd > cd\ & dir /al
