Do not Have Permission

Good Morning,
Win-XP-Pro Signing in with user account with admin priv. will not allow me
to download udates or validate Win-XP keeps telling me to see Sys-Admin for
assistance. This is a stand alone computer. can not defrag or scandisk either.
Went so far as to create another user act w/admin priv same deal.
any suggestions

What's the history of these problems? Did they suddenly just happen or was
a gradual change? Has it been this way for some time or are they new? What
is the malware status of the computer?
