only if your website does not have Frontpage Extensions installed.
in fact you should not use an ftp program on a Frontpage web that takes advantage of the extensions.

FrontPage is an ftp program if the server doesn't have extensions installed publish to ftp://
if extensions are installed publish to http://

Also you can transfer files using ftp:// in Internet Explorer.

No, FrontPage has a built-in ftp and it would behoove you to use it.
However if your host supports the FP extensions it is recommended that you
publish with http://yoursite.xxx
