If you are in a AD domain environment the XP machines should point to the
DNS server with the AD srv records. If you point them to the ISPs DNS server
they will boot slowly.
Concerning the DNS forwarding issue, have you tested forwarding to a
different DNS server? Can your DNS server resolve names even during the
times the clients cannot?
