*.dmp files are created when the system has a critical error. Generally,
they contain a portion or all of the contents of the system ram (how much
depends on your recovery settings), and can be used to debug the error by a
knowledgable user with the right tools. If you are asking if you can safely
delete them, the answer is yes.
