DLL C:\WINDOWS\system32\UxTheme.dll error

When windows is loading it gets to the desktop and only
the background loads, no icons. Then the error message
appears: DLL C:\WINDOWS\system32\UxTheme.dll is not a
valid Windows image. Please check this against your
installation diskette. I tried to restore to an earlier
date to no avail. How can i fix this? Must i reformat the
hard drive and reinstall everything? Please help.
