In 2003 we could 'drag and drop' distribution lists into the To: bar. 2007
does not seem to support this. Do I have to create individual distribution
lists for each and every situation I might encounter?

What do you mean by the "To: bar"?

No, you won't need DLs, but you will need to change how you work. There are
three ways to do it:

1. create a view with just the display name and email address fields in it
(dragging contacts to the To field drags the visible data)
2. select the contacts and right click, Create, New mail to contact.
3. drag the contacts to the mail icon at the bottom of the Navigation pane.
Ok the misleading message about creating new items and taking a long time -
it should address just one item with all of the names.
