If your version of Outlook (which you failed to mention) is either 2003
or 2007, don't bother with a Distribution List - use Categories instead.

First, Outlook doesn't have limits on the size of the DL. If you're
connected to an Exchange mailbox, then Exchange may limit your DL size. See
this: http://support.microsoft.com/kb/238569 Second, nesting DLs won't get
you anywhere because you'll still be trying to send a message to exactly the
same number of people. If you have a POP/SMTP or IMAP/SMTP account, the
limit is imposed by the SMTP server, not Outlook.

If you want to create a DL that contains a subset of the people in another
DL, right-click the larger DL and drag it a little way in the Contacts
folder. Release the mouse button and choose Copy from the context menu.
You;ll now have two identical DLs. Open the copy and give it a new name
("Mayors", in your case). Remove all members whom you do not want in the
list. Save and close.

Open the orginal DL and remove all members who are included in the new list.
Use Select Members to add the new list as a member. Save and close the
original list.

I'll repeat, though: this probably won't buy you anything because your mail
server will see exactly the same number of recipients as it did before and
will still reject your message. This is something you'll need to work out
with your mail provider.

I am working on XP 2003 Office. I tried what Brian suggested and you can not
right click in the DL, nothing happen, you can't drag either. Please help

It will give you one DL containing the mayors and one DL that contains the
non-mayors plus the DL containing mayors nested within it. You can nest DLs.
A DL can be a memeber of another DL. I'll repeat, though, that you're still
likely to have issues with the number of recipients.

Thank you Brain for all your work. I had to put each memeber in my global
address in order to add them in the DL Sever Weather. It works the way I want
to, I also had my IT guys to max my numbers of emails. Thanks again
