Displaying Degrees Minutes Seconds

I need some assistance in displaying latitude and
longitude entries correctly. If I use a custom format
hh°:mm': ss\", it displays ok in the cell. But, if I go
back to change it, it displays in the hour minute second
format in the formula bar (i.e., 24°15'15" displays as
10:15:15 PM). I want it to display hh:mm:ss in the
formula bar (hh = degrees, mm = minutes, ss = seconds).
Any advice?

You cannot do this. The formula bar displays the formula or value that is
actually contained in the cell. Custom formats only alter the way the
contents of a cell are displayed in the cell itself.
