I can see the whole page in design, but when I switch from design to either
of the other two views the vertical amount of my form that I can see is only
a strip 1.3" deep. To see any more of the form in layout, I have to scroll
up. Is there any way to set the view s0 that I can see the whole page in
Layout or Form ?

having to scroll up to see the top of the form sounds like the form is
opening to have focus on a field that is relatively low....change the focus
to begin on a field that is relatively high up and see what happens...
