display settings?

everytime i turn on my pc, i get this error: Display
Settings: Your computer's screen resolution and color
depth are currently set to a very low level.

I cannot change the settings under display properties
because it just reverts back to 640x480 res and 4 bit
color. Is it a driver? Wut could it be? Thanks!!

Bad video driver (upgrade to latest version) or failing video card
(replace.) First try re-seating the video card.
