display resolution changes are lost upon logoff or restart

I have an xp box that will not retain display resolution
changes even from administrator logon. No matter who is
logged on, upon logoff the computer goes back to the
original resolution setting. Anyone know where to look for
a resolution to this problem?

Change the screen resolution for one user and it's changed for all users

microsoft says this is a system setting and that a change
in one will change all. users cannot define their own
resolution settings. (Microsoft - if you read this, fix
it! resolution SHOULD be user definable)this is by design.
i am not understanding why i can change it in admin mode
and when i log off or shutdown, it pops back to the first
setting.
