Display Properties Problem XP PRO

I have a Dell 2400, with windows XP PRO and when I select "Show window contents while dragging" in the effects, section of the display properties, it only saves the option for that session of Windows. For example I would select it, work, shut off my computer, turn it back on and the setting would be ignored and the default gray box appears while dragging. Is this normal? Any help would be appreciated

Same thing is happening to me on my 4600.. If you figure out the problem let me know. (e-mail address removed)
