Display on bootup

My video card is the nVidia GeForce FX 5200 (AGP)
The installed driver is NVIDEO GeForce FX 5200 (Microsoft Corporation -
WDDM)

On bootup, after passing the screen where it's black and shows the
cylon-style "Loading" indicator, the screen goes completely blank except for
a small portion at the bottom,
where a few lines of random-color confetti show up.
Is this normal? Somehow, I don't think it is.
What causes this and how can it be fixed?

There's another problem that occurs when trying to resize windows which
don't show the contents during the resize operation.
The area within the sizing rectangle goes completely black until the size
operation completes, then the contents is restored.
Is this related to the first problem? How can this be fixed?

This is not normal and sounds like a faulty video card driver.

Try downloading and installing the NVidia Vista Beta 2 drivers from their
website, and see if that helps.
