Display help window in XP users

I have Windows XP Pro with my own acount as administrator and several
limited accounts for the other members of the family.

When any of them log into their account they always get the ATI
display help screen. Even if they tick the box that says do not
display again - it does.

Why?

I'm guessing it would require writing permits to some specific system folder
where the ATI config files are located (and where such tick box changes
would be saved). Perhaps granting temporary admin rights....logging in,
check tick box, log out, admin rights off.

When i log on I don't get the box at all. But as soon as I changethe
account back to limited back there it is again.
