Display Explorer Menu in Spanish

How can I display the menus in Spanish. I do not see the
downloads in windows update.

Thanks for any help!
 
In the Internet Options control panel (Tools=>Internet Options menu), on the
General Tab press the 'Languages' button which will display the languages
dialog. Press the 'Add' button which will display a list of languages for
which you can install IE menus for.

I do not see where to do this in regional and language
options. I am running XP Pro with all updates
installed. In hwlp, it says I need to purchase an extra
packet.
