If a user recieves an email that he was BCC'd on can Outlook show the BCC
line with just the user name when he opens the recieved email?

No. Only the sender should know who was blind copied.

Since there is no Bcc header in the received copy of the message, there
is no such header for the recipient's e-mail client to display.
