Display and Screen problems

Whenever I boot the computer, the screen as these wierd stripes on them. And
also, the colors are all wrong and the resolution is wrong too. I've tried
restarting, and using System Restore.

And, I can't change the screen resolution in the Display. I can move the
bar, but the settings never take effect.

I'm using Windows XP Professional.
I use a Toshiba Tecra M2 laptop. With NvidiaGeForce 5200

P.S. I suspect it has to do with the drivers...
 
Check the graphic card.Reinstall or update or replace it to solve the issue.

He won't be able to replace the graphics card because this is a laptop.
Brian, you can try updating the video drivers. Get them from Toshiba's
support site, making sure you are looking at support for your exact
model machine.

If updating or reinstalling the video drivers does not solve the
problem, call Toshiba tech support because it might be a hardware
failure.

I have a similar problem with XP, but worse. I must have made some mistake
with either the refresh rate or the resolution. The computer is still working
properly, but the screen is all striped and nothing can be seen. When it
boots up, by pressing the power key I can make it either hibernate or reboot
with the power options using the arrow keys because I remember the position.
I have tried the Safe Mode before, but it does not allow to change the video
card settings. Lately, I wanted to try Safe Mode again at start up but it
does not finish booting and I do not have access to msconfig. I have a small
partition running Win98 not affected.

How can I change/restore the video display settings if I cannot use the
monitor to see what I'am doing. Can anyone help, please?
