Diskpart-unable to access New Partition

I installed an extra 40G HD in my desktop for backup of my C drive and also
wish to partition to make place to backup my laptop. When accessing the new
drive in diskpart, it shows both drives, but when I right click to form new
partition, that command is not available in the dialog box. There is a blue
bar across the top of both drives from right to left. Am i missing something?
