Let's see.... you want the BIOS to be able to read a DVD version
of a Master Boot Record, and that MBR be able to read a DVD
version of a boot sector that passes control to a DVD version of
ntldr which reads a DVD version of boot.ini and ntdetect.com and
which then goes to a DVD version of a hard drive partition and
load the OS stored there into memory, which then starts up and
runs without benefit of a hard drive. Good luck.
If you want the storage medium to be itself bootable, why not just
make a clone of the OS partition onto a partition on another hard
drive? Then recovery would involve physically (or electrically) just
swapping in the hard drive containing the clone.
Otherwise, you'll just have to use a 3rd party utility, such as Ghost
or True Image, to restore the image saved on a DVD to a hard
drive.
