Disconnecting External Hard Drive

I have a Maxtor 120Gb external HD connected via USB 1.1 to my computer. I
don't really have any problems but I would like to know why I can't always
"Safely Remove Hardware" Usually when I try to shut it off I get a message
that says to Try Again Later. So...I try again later and I get the same Try
Again Later message. So...I try again later - you get the drift. It dosent
really seem to matter if I turn off the drive "safely" or not. I was
wondering what was going on when I get the Try Again Later message

Make sure you have all related folders closed, and any programs that run from
it shut down. E.g. if you are playing music from your ext drive close down
windows media player and the folder where you got the mp3 from in the ext
hdd...

sometimes this does not matter and it will still not disconnect. The only
way to do it is to shut down and unplug it once windows has shut down and is
beginning to boot up
