Disc Cleanup will not run!

When I run disc cleanup it shows four bars and stops,
when I look at cpu usage it shows 98-100% usage. In my
microsoft classes I was told this would burn up my cpu.
Whats wrong withdisc cleanup, also I have all updates
installed.
