disc clean up

For some reason now when I try to run disc clean up it
just sits there and never moves. On a related note when I
run a disc scan it tells me it cannot complete the scan.
What gives? System restore did nothing to help, Help!!

Line 48, Right column "Disk Cleanup - Compress..."
Save on Desktop.
Double click the icon once downloaded.
The icon can then be discarded.
