disabling read receipt pop up in Outlook 2002

Using a GPO, we would like to disable the user to be
presented with the option of not sending a read receipt
when it is requested. However, when the GPO policy is
applied, it also prohibits the user from setting the
parameter to send all email with read recceipt requested.
Is there any way to disable the one option without
disablingthe other?

There was a similar discussion here last week and the conclusion of that
discussion seemed to be that you cannot force read receipts to be sent.
