disabling messenger service

I cannot find administrative tools in the control panel
that would enable me to disable messenger service to stop
popups. Any ideas?

Right click 'my computer' in the start menu and choose manage. Services are
listed in the administration tools that appears here.

But... Whoever told you to stop messenger spam by turning off the messenger
service is doing you a great dis-service. Your problem is not the messenger
service, it is that you've connected your computer to the Internet in such a
way that people on the internet can see parts of your computers network
system that are only meant to be used on an internal network.

Messenger popup spam, as annoying as it is, should be thought of as being
like a burglar alarm on a building. And when your burglar alarm goes off,
you hopefully don't just pull its wires out and go back to sleep do you?

You should consider using a "personal" firewall to protect your computer
both from the messenger spam popups and from the other worse things that the
