I have 3 PC's connected via Internet Connection Sharing of Windows XP
Professional (installed in all 3 PC's). I want to disable one PC from using
internet while allowing it to use File & Printer Sharing. I use Workgroup
sharing.

If you give the PC a compatible, nonconflicting IP address (192.168.0.x) and
no default gateway, it will still be able to share files but it will not be
able to access the Internet.

This may be vague, however on the PC uncheck "obtain address
automatically"(rt click connection>propertied>hi light TCP?IP>properties) PC
will be assigned auto private address in 169.... range - will allow network
connectivity - nothing outside of the network. Also permits easy reversion.
