disabling Instant messenger in windows 2000 pro

I have a user that is using Instant messenger and I need to stop them from doing so. Does anyone know how to disable messenger within Windows or perhaps an even better way of disabling it so it cant be used again.

Win2K has no instant messenger application of it's own. Simply
uninstall whatever 3rd party application the user has installed, and
then reduce that user's permissions to preclude his/her installing any
unauthorized software. You can also make sure that the ports the
application uses are blocked at your perimeter firewall.
