Disabling IE Menus

Can someone point me to any information about "disabling"
certain Internet Explorer menus?

Specifically, I have a need to disable ALL items on
the "View" and "Tools" menus.

I have found information about disabling some of the
features... but nothing about View | Toolbars or Tools |
Mail & News.
