Disabling Caps Lock (not the button)

A windows based program running on XP Pro automatically
switches from CAPS on to CAPS off when switching screens
within the program even though the program only
recognizes capital letters. Is there any script or
registry key or something that will allow me to keep the
program from doing this? Not just disabling the "caps
lock" key, but almost like disabling caps functionality
in Windows altogether. (I also am gonna need a way to
get things back to normal when necessary) Thanks in
advance. <provide name of software if possible>
