Disabled Outlook Preview Pane?

I have to support Outlook users across many different companies that have
Outlook setup in many different ways.
If the "Preview Pane" is not available - how can I tell if its an actual
"problem" with Outlook on that pc OR a Group Policy pushed down from the
Server the user logons to - that disables the outlook preview pane for all
Outlook users?

if it's on the view menu, it should be a problem on the computer. if view,
reading pane menu is missing, it's removed via policy.
