Disabled default share

Hi
I have two w2k servers, one is file and print server and
the other one is Exchange server.
They have been working fine since I had installed, but
suddenly Windows 98 and NT can not logon to the network
while w2k pro can.
I am also getting error message "Server transaction is not
configured" when I try to access to the server folders and
printers from w2k pro.
Finally, I found the solution temprary that I ran this
command from Prompt "net share ipc$ /y" and then
everything is fine until I reboot. It looks all default
administrative shares are disabled.

Does anyone know why and what is permant solution?
I'd appreciate in advance

Did someone disable/stop the Server service?

The admin shares (admin$, c$, .etc) is controlled by the AutoShareServer
registry key. (This key shouldn't be disabling ipc$. I believe the only way
to kill of this bugger is by disabling the server service.)
