Disable Windows Messenger

The Windows Messenger services keeps on popping up when I connect to my ISP
over dial-up connection. I tried to de-activate it by going through Control
Panel/Administrative Tools/Services/Messenger/Properties and set the
Deactivate and Stop settings. However it still keeps on coming up. I also
tried combinations of other settings but to no avail. Is there anything I can
do to turn this off?
 
And turn the "Messenger" Service back on. It is used by networking
components and is not the same thing as "Windows Messenger" chat room Ka-Ka.
